These are some ideas. There are many other ways to achieve a similar result.

On a fence

Screwed to fence panels with screws with a “Pan Head” or washer to hold it in place.
Make a small hole with a blunt screwdriver and then use clear cable ties to grab the character and pull it to a fence post.
An alternative to cable ties is to use fishing line to tie the item to the fence posts or rails.

In the yard / lawn

Use a couple of “tomato stakes” hammered in the ground.
Make a small hole with a blunt screwdriver and then use clear cable ties to grab the character and pull it to the stake. Attach the character in several locations to secure it.

In the window

On the inside of the glass use either some tape or a small amount of blue-tac to hold it in place.
